A Brooklyn man, Chad Barclay, 30, has been indicted on a 20-count superseding indictment filed in the federal court in Downtown Brooklyn that charged him with a litany of crimes including interstate prostitution, Hobbs Act robbery, kidnapping, access device fraud, aggravated identity theft, witness tampering, and obstruction of an official proceeding.
The charges involve five female victims who were allegedly sexually assaulted and/or robbed by Barclay, and one male victim of access device fraud and aggravated identity theft. The defendant was arrested in May 2023 and is currently detained pending trial.
“As alleged, the defendant is a dangerous criminal who sexually assaulted and robbed multiple vulnerable women while using fear to make them his prisoners,” said Breon Peace, the U.S. Attorney for the Eastern District of New York. “I commend the prosecutors and FBI Special Agents for bringing this serial offender to justice. Anyone who believes they are a victim of a crime committed by Barclay is asked to contact the United States Attorney’s Office or the FBI.”
FBI Assistant Director-in-Charge Smith added, “Barclay is alleged to have callously sexually assaulted, robbed multiple women, or both through threats of violence and coercion. This type of criminal behavior has no place in our communities. Today’s indictment serves as a notice to any individual who willingly uses threats and intimidation to commit sexual assault and other violent crimes—the FBI will ensure you face punishment in the criminal justice system.”
According to court filings, between September 2022 and May 2023, Barclay is alleged to have enticed women, some of whom he contacted through online escort websites, to meet him and then sexually assaulted and/or robbed them. After luring the victims to his Brooklyn apartment, he sexually assaulted multiple victims, instilled fear in them, and confined them for hours.
Barclay also allegedly compelled the victims to unlock their phones, enabling him to transfer thousands of dollars to himself via various financial platforms. Additionally, he is accused of stealing the victims’ bank cards to make unauthorized ATM withdrawals.
In some instances, Barclay reportedly asked his victims personal questions to ascertain if they had friends or family in New York or lived alone. He accessed their phones to gather personal information, including their addresses and whether they had children, to further coerce them into compliance with his demands.
The charges in the indictment are allegations, and the defendant is presumed innocent unless and until proven guilty. If convicted of kidnapping, Barclay faces up to 20 years in prison.
The case is being prosecuted by Assistant United States Attorneys Andy Palacio and Lorena Michelen.
