Chennai: Madras high court has directed the Tamil Nadu prison department to develop guidelines for the welfare of foreign prisoners lodged in prisons across the state.
A division bench of Justice S M Subramaniam and Justice M Jothiraman passed the order on Monday, on a plea moved by a Nigerian prisoner, Kingslee, lodged in Puzhal Central Prison, alleging a lack of basic facilities for foreign prisoners.
According to the petitioner, many foreign nationals were detained in Puzhal prison without adequate basic facilities. Counsel for the petitioner submitted that while the foreign prisoners were allowed to speak with their family members, the facility was not provided since Dec last year.
She alleged that over 75 foreign prisoners were being tortured in the central prison and proper medical treatment was not provided.
Recording the submissions, the court observed that the lack of appropriate guidelines for the welfare of such prisoners led to the situation. The court then directed the authorities to develop a guideline for foreign prisoners and adjourned the hearing for a week.
