
Nearly 2 million people are incarcerated in the U.S. criminal justice system, which is a patchwork of federal, state, local, and tribal systems. The 2025 Whole Pie Report from Prison Policy Initiative (PPI) looks at the big picture of incarceration and helps keep the facts front and center. PPI’s report shows how local jails impact the larger system by incarcerating over 560 thousand people, 81 percent who have not been convicted of any crime. It also shares 10 myths about mass incarceration, the people it affects, and the toll it takes on all of us.
