
The United Nations Office on Drugs and Crime (UNODC) has pledged renewed support for Ghana’s ongoing criminal justice reform agenda, particularly efforts aimed at modernising the country’s prison system and aligning it with international human rights standards.
During a courtesy call on Ghana’s Minister for the Interior, Alhaji Muntaka Mohammed-Mubarak, the Officer-in-Charge of the UNODC Programme Office in Ghana, Christoph Capelle, lauded the Minister’s reform-orientated vision and presented the Nelson Mandela Toolkit — a global resource designed to promote humane prison management based on the United Nations Standard Minimum Rules for the Treatment of Prisoners.
According to a statement issued by the Ministry of the Interior on Wednesday, 7 May, the UNODC delegation commended Ghana’s commitment to prison reform and expressed confidence in the Minister’s leadership in steering the Ghana Prisons Service towards international best practices.
“We recognise and appreciate the Minister’s forward-thinking approach,” Capelle said, noting that UNODC remains committed to ongoing and future partnerships to support Ghana’s efforts in crime prevention and justice sector transformation.
Plans for prison modernisation unveiled
In the meeting, Alhaji Muntaka shared key initiatives aimed at improving prison conditions and administration across the country. These include:

The introduction of technology for prison management and monitoring;

Launching prison agricultural projects to enhance food self-sufficiency;

And the development of industrial projects within prisons to equip inmates with vocational skills.
The Interior Minister also reaffirmed Ghana’s resolve to align its prison policies with the Nelson Mandela Rules, which outline internationally accepted standards on the humane treatment of prisoners.
“We are committed to transforming our prisons in ways that reflect both innovation and respect for human dignity,” the Minister stated.
He assured the UNODC team of the Ministry’s full cooperation and reiterated Ghana’s openness to deeper technical support, training, and knowledge exchange.
A shared goal: humane and efficient justice
The meeting reinforced a mutual commitment between Ghana and UNODC to advance justice sector reforms, focusing on rehabilitation, reintegration, and humane treatment of inmates.
The Nelson Mandela Toolkit, presented during the engagement, is designed to provide prison managers, policymakers, and practitioners with practical guidance for improving prison conditions in line with global standards.
The collaboration forms part of a broader UNODC strategy to promote rule of law, criminal justice reforms, and human rights across the West African sub-region.
